HELP!! should i be exclusive with this guy or let it go and move on?!!

This guy who has been my friend (really one of my best friends) recently (about 3 weeks ago) told me he pretty much loved me, and has for 6 months. And that he wanted to be with me, as boyfriend and girlfriend. It was really sweet, and we've always had that kind of chemistry..but i told him i wanted to wait till i get back from my trip up north to make a decision ( i know it seems dramatic..but i needed time to think). Anyways..while i was away he would text me that he misses me alot..and then, right when i was about to get back, he went on a cruise to mexico. Long story short, when i finally did come back (which was about 2 weeks later..and he hadnt sent a text or called for about 9 days) he had a picture with 2 cruise sluts and saying how he was gonna take a roadtrip and go visit them. im like wtf?! u just professed your love..and now u want other girls? im just veryy confused..and somewhat hurt. what was the point in that?! should i meet with him tomorrow (since he finallyy comes home) and try to make it work..or should i just give up, since he's a flirt and cant even last a week ?
