Is it legal to get seagulls drunk?

I have a friend who likes to soak bits of bread in 190 proof spirit and then feed this to seaguls. Almost instantly they start falling from the air and wobbling on the ground. Sometimes dogs get them and rip them to shreds. He likes to get it on his video and he has posted on youtube. I find that he is sick but I am not sure there is a legal basis for detaining him. Should I go to the police and ask them to arrest him? I am a little scared of doing this as he is my lover and I am afraid of the consequencs should my wife discover us, but I find an injustice is being done to birds.
