How do i build a model submarine?

If you could put chemicals inside a balloon that was not blown up and put a weight on it. It woudl sink to the bottom, but as the chemical started making gas the balloon would start blowing up and getting bigger which would cause it to come to the top. I do not know the chemicals, maybe coke and mentos and a cork in between them to give it time to sink before it startes expanding...
