Can meat be refrozen after defrosted?

My son got a popsicle out of the big freezer we keep the garage I'm guessing yesterday and left the door open. I just discovered it today. Everything is defrosted including about $200 worth of meat I had in there. Everything is still cold just not frozen. Can chicken and beef be refrozen or do I need to throw it all out?
